Along with other factors (e.g., line noise, server conditions, amount of other traffic online, operating system or communications software problems), the problem(s) you are experiencing may be influenced by what modem initialization string you are using -- if any. Try the following init strings (whichever works best for you) by highlighting your modem's name in Control Panel | Phone and Modem Options - Modem and clicking Properties, then Advanced and entering these init strings one-at-a-time in the Extra Settings field:
ATW2S7=150S38=0-V90=1
AT&F-V90=1S7=150
AT&F-V90=1\N3
AT&FS38=0-V90=11
AT&F&C1&D2\N5\A2-V90=1S7=100
Note that "1" is a one and "0" is a zero.
The above are recommended settings, but you can change the value of -V90 to set a downstream limit. For example, as in the fourth init string above, -V90=11 limits the downstream rate to 40000 kbits/s, which may be more reliable on less-than-optimal phone line conditions. Below are possible values for -V90.
